I expect to change this list quite a bit in the near future, both as we get a feel for these civs’ mechanics and as new updates and civs/leaders roll out. Blatant exploits they'll probably fix in upcoming patches, etc are not taken into account.
The ranking basically ranks how "easy"/"smooth" it is to win with each particular civ given a random start.
